Arizona offers unique opportunities for direct democracy based on initiative power. In 2012 the Arizona voters, for example, rejected the Proposition 204 initiative that sought to convert a temporary sales tax that funded education into a permanent tax.
In a 500-750-word “Letter to the Editor,” propose an initiative for an educational issue that you feel needs to be addressed. Include a plan about how this issue could become an initiative under Arizona law.
Your letter should be written to persuade others to agree with your position. Support your position with examples from case law, the U.S. Constitution, or other readings.

The Problem that Inspired this Initiative
Education funding is a dominant topic of discussion in the Arizona policy landscape. Recent evidence suggests that the state currently ranks 50th in school finance and 45th overall in the sector (Martinez, 2019). Reports further suggest that this year’s increase in teacher pay is not enough to mitigate the existing financial problems in education. The 20% pay raise for teachers from last year’s 15% did not improve the state’s rankings in teacher pay. Although the government argues that the state government accomplished this raise without increasing taxes, evidence suggests the need for more education initiatives. Adequate funding has the potential of accomplishing more than high teacher pays. It can address other education issues, such as teacher training and reduced class sizes.
Distribution is also a critical issue in education funding. Districts with high poverty levels also report that they do not receive additional funds for students from low-income families. The effects of this issue are widespread. Students who are dependent on these funds face various problems ranging from academic achievement to health problems. More frustrating, the reconciliation bill requires the state department to reduce District Additional Assistance (DAA). For more than a decade, the state has continued to cut DAA funds prompting Glendale Elementary School District to sue the state government. Martinez (2019) reports that the cuts grew to $352,442,700 for the DAA and $186,656,000 for the CAA. Proposition 301 of increasing the sales tax by a full cent, which would generate a billion dollars for the state government, does not meet the financial needs of Arizona. Arizona needs more finances to mitigate its existing educational issues. The citizens of Arizona also rejected proposal 204 that aimed to convert the temporary tax into a more permanent option.
