General Petraeus was entering an ever-changing environment in the early stages of rebuilding Mosul. Without any guidelines, it was up to General Petraeus, his staff and his subordinate commanders to exercise mission command by applying its philosophy, warfighting functions, and principles to build a better Mosul and hopefully a better Iraq.
