The department that is in question for the scorecard evaluation and rating is the inpatient mental and addiction section, which is part of the larger rehabilitation section of the hospital care system (Good Shepherd Rehabilitation, 2017). The main goal for the scorecard is to determine the quality of care that is offered at the section relative to the future of the section and care provision levels (Lin & Durbin, 2008). The scorecard will be based on some five areas, which include the level of access to care for the patients, outcomes, quality of care offered, continuity and participation. These are crucial to the care offered to the metal patients that come in to the hospital with the expectation of recovery, from mental illnesses and even addictions (Balanced Scorecard Institute, 2017).
The department of mental health which is also under the rehabilitation section, has not been evaluated in the past (Good Shepherd Rehabilitation, 2017). With some of the major policies regarding health care provision with a bias on patient centered approaches, there is need to review the impacts of the same. This is one of the most sensitive departments at the hospital and one that has not received as much attention in the past. As such,, there need to evaluate the performance of the same with reference to the latest policy changes, with a view to establish areas that may require to be fine-tuned to meet the industry standards and more importantly the expectations of the patients.
The goals of the evaluation are geared towards patient centered care and quality of the care processes. With the implementation of the patient centered care approach, there is need to establish the impact this has had on the patient satisfaction (Balanced Scorecard Institute, 2017). This also relates to establishing the changes that could be effected now and in the future to reflect the customer expectations and surpass the industry standards.
The data points off focus will guide the scorecard evaluation. However it is also important to mention that, the evaluation will be based on the balanced scorecard. This is a performance monitoring tool that was developed and introduced by Kaplan and Norton between the years 1992 and 1996 (Lin & Durbin, 2008). It is highly associated with the business sector as a monitoring framework, however it can also be applied in the health care sector based on the fact that patients also mimic the element of consumers and customers.
