The Thirteenth Amendment highlights that people are not to be held as slaves or be in involuntary servitude in the United States. In the film 13th, Ava DuVernay the director explores how slavery has been reinvented in the form of the mass incarceration of people of color especially young black males. Mass surveillance has increased, as has been the incarceration of people for nonviolent offenses, and poor black communities have been disproportionately affected (Gross, 2015). This is further complicated by the use of mass incarceration as a tool of subordination and mass control targeting poor people of color from poor backgrounds. There have been slow reforms in the prison system, yet this would reduce the exploitation of people treated as slaves. Mass incarceration has created conditions similar to slavery, and this has been a dangerous crisis in black communities who are further disempowered by the criminal justice system
