Background:
You are employed on the staff of the Association for Municipal Cities, a “think-tank” organization of researchers who take on projects for various mayors and city managers. You specialize in research on the organization and operation of the police department. The League’s latest client is the City of Virtual.
The Virtual City Police Department was created 63 years ago. The department has emerged as one of the primary policing agencies in the state. It has become a modern police department with 155 sworn officers. There are 70 civilian employees appointed to positions ranging from clerical support to correctional officers to crime scene technicians. The department is considered “medium” size in the spectrum of police departments across the country. (The organizational chart is the same as the chart for Project 1.)
The Mayor of the City of Virtual, and the Chief of the Virtual City Police Department are considering adopting Conducted Energy Weapons, for use by the members of the Virtual Police Department. As there are significant concerns with these weapons, the Mayor and Chief have want to have a full understanding of the issues related to using Conducted Energy Weapons,
The Mayor has asked the League to prepare a literature-research position paper for her on moving forward with this proposal (or not) based on the pros and cons uncovered in your research. She may ultimately use this objective research document as part of her portfolio on the appropriate use of technology in support of public safety.
Conducted Energy Weapons are more commonly known by the brand name of TASER, which is sold by a company known as Axon. However, there are many manufactures making these weapons.
As this paper is intended for the Mayor to decide to implement a Conducted Energy Weapon program, so there is no reason to recommend a specific device for adoption.
Clearly, should the Mayor decide to adopt a Conducted Energy Weapon program, the Use of Force polices and training must be updated. This also does not need to be discussed in the paper.

Assignment:
As a member of the staff of the Association for Municipal Cities, you have been assigned to prepare a research paper for the Mayor of Virtual City on implementing a Conducted Energy Weapon program for the Virtual City Police Department. She has asked that you present both the pros and cons as objectively as possible.
Your personal recommendation is not part of this research report.

Law enforcement is continuously developed in a country because of the benefits that it provides for the community such as maintaining peace and order, promoting the safety of each citizen, and the protection of fundamental human rights. In line with the development of law enforcement comes the various advancements and propositions that need to be considered and evaluated for the progression of the practice. The purpose of this paper is to provide a background of Conducted Energy Weapons, including an objective discussion regarding the advantages and disadvantages that these bring to the community.
Conducted Energy Weapons involves the administration of intense electrical currents even at a distance for the subject to experience pain, brief immobilization, and involuntary muscle contractions. An example of this kind of weapon is “Tasers” and stun guns. This technological advancement offers options to users such as modes of handling and usage. Conducted Energy Weapons can both be used at close range such as a probe to skin or clothing contact, while the other mode offers to inflict high voltage, low ampere electrical current at a distance. These weapons are used in police operations that require restraining the suspect as well as subduing of individuals, especially those who exhibit aggressive and hostile behaviors. Some of the effects of Conducted Energy Weapons are disorientation, tachycardia, dehydration, and inability to stand for a few moments. The Conducted Energy Weapons should not be used on an already restrained individual, on vulnerable populations such as pregnant women, elderly, young children, or frail people with visible conditions because it might cause unwanted effects on their current conditions. It should also not be used in highly sensitive and delicate areas such as the head, neck, or genitals. The effects should also not be inflicted on individuals who are controlling a moving vehicle as it may cause serious harm for those involved as well as other members of the community (Morrison, 2009).

The most noticeable benefit of Conducted Energy Weapons in comparison to the traditional weapons that law enforcement officials use is the reversibility of its effects. The incapacitation and immobilization are only temporary, enough to subdue and restrain the suspect without causing lethal effects. This has also become a better option in comparison to traditional weapons used by the authorities such as guns. The effect of administrating an activation will result in involuntary contractions of the muscles even at a distance due to electrical impulses delivered. It will be beneficial when dealing with aggressive and deeply disturbed individuals exhibiting violence and hostility. This temporary effect will aid the law enforcers in establishing their control of the situation without inflicting serious harm or threat to the life of the suspect. Most Conducted Energy Weapons have the feature of stopping the electrical current administration to the subject when the user turns it off, making sure that the administration of shocks would be very brief.
