1 In my opinion, the 3 most important resources available to the MTSA required port FSO in assessing both domestic and international risks are; (1) information, (2) maritime laws and policies, and (3) help from government organizations in enforcing these laws. The first resource – information – is perhaps one of the most crucial element in order to stop threats of terrorism and other criminal activities. Information should include data from first- and second-hand sources, metadata, and more importantly information which comes from government organizations such as FBI, NSA, and CIA among others. Information should also include the “immediate data” gleaned from the technologies being utilized by the ports, coastguard, and other entities which are dedicated to making our ports secure. Some examples of these information systems include surveillance systems, sophisticated cargo screening technology, and communications systems that could transmit immediate information from one entity to the other (e.g. coast guard vis-à-vis the port security) (Stelter, 2015). Aside from security, another resource that is crucial for the assurance of security in our ports include policies and laws which are dedicated to implement and provide the legitimate allocation of manpower and resources to ensure their main goal. One example of this policy and law is the Maritime Transportation Security Act of 2002 which is signed by ex-president George Washington Bush which ensures that the ports are undertaking the necessary measures and inspections for all port vessels and facilities (Jarboe, 2002). Aside from information and the laws that back it up, it is also important that these laws are put into practice with the necessary legitimate and coercive power to make sure that it is being followed. Some of these forces/authorities are the coast guard, sea patrols, and local port authorities (Landon, 2009).
2 The main role of United States Coast Guard in port security operations is the maintenance and assurance that port policies and laws are followed whether in the ports or even in the seas. Aside from security operations, the United States Coast Guard gathers information and shares it with the relevant authorities when it comes to threats that are related to port and maritime services (U.S. Government Accountability Office, 2014). Information sharing is done through proper networks that would not only result in better security for the ports and the seas, but also for inland infrastructures. Aside from information sharing, another important role of the U.S. Coast Guard is its function as the protector of Global Supply Chains. The U.S. Coast Guard serve a critical role not only in the assessment and scanning of cargos that comes in and out of the country, but also the establishment of foreign relations with other states in order to secure and mitigate cargo risks (U.S. Government Accountability Office, 2014).
