Negotiation is a process in which people, groups, companies or nations settle their differences. An agreement or compromise is reached. Negotiations are done because of reasons such as sharing of resources e.g. land, creating something that both parties are unable to do on their own and resolving disputes between parties. Some parties may not recognize that they are in negotiation therefore they fail to negotiate. They may fail to meet their objectives and manage their issues if they apply other options available other than negotiations. Negotiators ought to negotiate well for negotiation to be effective and serve its purpose.
The Korean relations have been hostile since its annexation by japan in 1910. Between 1950-1953, they engaged in Korean war which ended without an agreement or a peace treaty. North Korea is a one-party state governed by Kim’s family. South Korea was also a one-party state run by military dictators until elections were held. Since 1970, both countries have been engaging in negotiations to minimize military tensions. North Korea participated in 2018 Olympics and since then their relationship has proved to be a major diplomatic success and tensions have eased. They signed a declaration for peace treaty which majority of South Korean nationals approved. The treaty prompted positive diplomatic relations between North Korea and United States.
Recently, tension between the two countries increased when Pyongyang threatened to deploy military into the demilitarized region between North and South Korea nations. He blew up the joint liaison office in Kaesong, a North Korean city. This is after South Korea was warned to stop those who threw anti-Pyongyang leaflets near the liaison office. The liaison office was created after the historic meeting between President Kim Jong and Moon Jae-in of North Korea and South Korea respectively in 2018. After the summit, both countries had agreed to work together and were planning to sign a formal peace agreement and had a discussion to jointly bid to host 2032 Olympics together.
After destruction of demilitarized zone, Moon Jae-in president of South Korea proposed to send a special envoy for negotiations in North Korea. The proposal was rejected by president Kim Jung-Un’s sister who termed it as sinister and tactless. South Korean government in response said that they will not tolerate such acts. South Korean chief nuclear negotiator and special envoy is currently expected to hold talks with United State officials in Washington. They will assess the situation for possible responses in a bid to contain the tension.
