Summary
This memo shall discuss the opportunities that the USCIS presents, in relation to the increasing number of safe investments in the country. The revision done by the legislative branch of the government has surely imposed additional security measures, as well as opportunities for growth. Lastly, the final section of this document shall explain in a clear detail how the investment process is done, how the money is utilized, and how does a third-party program apply for the request of use of the program’s money.
Introduction
The USCIS EB-5 program started during the 1990s and was primarily aimed at increasing job security and a number of opportunities for impoverished countries back then (USCIS, n.d.). The main process goes like this: (1) a foreign investor invest his money/business operations in the U.S. in accordance with a specified period and number of jobs created, (2) the investor and the investment gets reviewed, and (3) he/she gets a “Green Card”, which entails most of the rights that a U.S. Citizen has. Initially, the state only allowed about 10,000 investors who could avail the Green Card, amounting to almost $1 million (Semotiuk, 2017). Through time, the number of possible investments increased through the addition of “regional centers” which could cater for investment sums amounting to almost $500,000. However, after the advent of the Great Depression, the program becomes related to issues of fraudulent use and the gerrymandering of its resources in response to the increasing demand for new possible sources of funding.
