The individual responsible for the production of these tools should be restricted from manufacturing. Moreover, the malicious code writers and developer groups' infrastructure should be disrupted. A joint action of law enforcement, government and the ICT industry should initiate this exercise. The financial sector should target the proceeds of the cybercrimes and the individuals engaged. Moreover, there is a need for conducting extensive research in intelligence analysis, criminological research and profiling techniques with an insight of the law enforcement, IT security industry and academic sources to improve the quality of law enactment in the cybercrime (ICT, 2016).
