However, since 2009 the company has been struggling.

It is time for Motorola to improve its performance. Improving performance is a role played by both the employees, managers, and shareholders. Effective management helps achieve improvement in organization performance. Hence, there is a need for Motorola to develop management improvement plan. Below is suggested plan for refining supervision.
Step one should be problems identification (Blackburn, 2007). Though Motorola has a good portfolio, it is facing a number of challenges.
