Justification for New Unit
Background
The proposed city within Florida is to be established under the council-manager form of governance. The chief of police will be expected to serve and report to the city manager. The proposed city comprises of 50 square miles and enjoys 10 square miles of navigable waterways.

* Daily tourist traffic- Approximately 25,000 visitors
* Racial Make-up- white (80%), Black (14%), other (6%)
* Per-capita income- $27,000
* Population Median Age – 43
* School enrollment- 11,000 students
Need Analysis
In the wake of a change in the American administration, and the implementation of the executive orders that will deny Muslims from countries such as Syria, Somalia, Yemen, and Sudan entry into the country, as well as the deportation of the illegal immigrants, the need to set up a homeland unit in the New city becomes eminent. This is because the citizens of that community might feel discriminated and result in retaliation attempts. A homeland security unit in the proposed city will play an essential role in policing the neighborhoods to ensure that the targeted group do not join terrorism groups and pose a threat to the City and America at large.
The duties of the homeland security unit shall include the following:
- Providing comprehensive measures such as collection of intelligence and surveillance to mitigate the terrorism threats
- In the event of a terrorist attack, the unit will move swiftly and provide a coordinated response to control the threat.
- It will also help in tackling large scale emergency incidents in collaboration with the State and partners in the private sector to assist in recovery efforts.
Before the incorporation of the new city, the unemployment rate in the area stood at 5.6%. The office of the sheriff provided the police services in the area before incorporation of the new city. The new police unit in the incorporated city is expected to handle over 175,000 calls for service with the mayor and city commissioners required to write over 41,000 reports, as well as over 22000 reports. It shall also be required to investigate over 3,000 automobile incidents and over 63,000 traffic citations. Criminal incidences amounted to over 9,000 criminal arrests, as well as over 500 DUI arrests. Alarms of robbery and burglary constituted over 5,300 cases.
