FIVE PIRATES—A, B, C, D and E—arrive from a lucrative voyage with 100 pieces of gold. They decide to split the loot according to the inviolable Pirates’ Code (section III, paragraph two). As we all know, pirates have a strict lead- ership structure: A is the captain, B is the first mate, and so forth down to E, the lowliest deckhand. The gold distribution procedure is a series of proposals with a lethal twist. Here are the rules:
• Thehighest-rankingpirateproposesadistributionofthegoldpieces.
• All the pirates, including the proposer, vote on whether to accept the pro-
posal. In the case of a tie, the proposer holds the tie-breaking vote.
• Ifatleasthalfofthepiratesagreetotheproposal,itisimplemented.
• Otherwise, the pirate who proposed the distribution must walk the plank to his or her death (in human-eating, ravenous, Jaws-like shark-infested waters, of course).
• Thenexthighest-rankingpiratetakesoverandbecomestheproposer.
• Repeatuntilaproposalisaccepted.
Pirates care first and foremost about staying alive, then about getting gold.

Amongst the theories used to explain the formation of the state is the social contract theory; therefore, members of the state are deemed to have willingly or unwillingly signed a contract with their leaders to form a government that protects them and their property. Because the state possesses the monopoly of violence, it acts as a protection racket since it has both the ability to possess weapons and unleash terror to those who are opposed to its laws and agenda.
The formation of the state follows a chronological order of events. First is war-making, which entails protecting the state territory from external aggressors, which is referred to as the fight for independence. Secondly is state-making, amongst the people found in a particular territory. A number of them may feel dissatisfied by how the territory is run and, therefore, go up in arms against the state.
