Based on the contractarian view, the prisoner’s dilemma is used in contemporary discussions about the social contract. Citizens cannot trust that the state will not attack the citizens. The state acts as a third party that protects the citizens in exchange for their taxes. However, states operate in a security dilemma that depends on two factors, offence-defense differentiation, and offense-defense balance. Because of this, the security dilemma can vary depending on time and space. The predatory views support a coercive approach to achieve security. This is a common approach used during the formation of states in medieval Europe, and it was characterized by depriving civilian population access to certain things. A dilemma arises on how to balance the needs of the supporters.
