We learned in class that Medicare is not sustainable in the long term. There will need to be relatively significant changes to either the financing or the program itself for it to continue beyond the next decade.
Below are the six general categories of possible changes to Medicare.
- Reduce Benefits
- Change more of a managed care or HMO structure
- Increase copays & deductibles & premiums
- Increase qualification age
- Increase taxes
- Lower DRG/RVS

1. Provide a more specific example of how this bullet could be implemented in the US.
2. Explain who would be affected the most from this policy change and whether or not you believe this change could potentially impact health outcomes (quality of US health care).

Increase Taxes
Question 1
The system may be implemented through universal health insurance coverage where sickness funds are combined into social health insurance. As a result, the government will improve its budget on healthcare expenditure. The payment of tax for private and social insurance needs to be made mandatory to avoid the previous weaknesses of voluntary insurance markets.
Question 2
The social security tax rates are fixed at 6.2%, which means that the less unfortunate will be affected most by the strategy. It is a mandatory obligation which forces every person to contribute irrespective of the levels of their income. Unluckily, the strategy is likely to negatively affect health outcome as it reduces the living standards of people through paying high taxes to the scheme.

The less fortunate are likely to be against the policy because the tax system is proportional will means that the wealthy individuals will feel less pinch in paying such taxes.

The system is less likely to be implemented because it is unfair to the less fortunate people, despite its advantage of improving hospitals solvency.
Increase Qualification Age
Question 1
The strategy is implemented by improving the medical coverage for the older adults in the society, especially those who are above 65 years of age and people who are eligible to social disability benefits for at least two years.
Question 2
The plan will affect the young people, mostly as they are not included to benefit from the scheme. However, the strategy will help in improving medical outcome as it will increase the health of the vulnerable people who qualify for the plan.
