Zoning is a fundamental aspect of successful city planning. In the post-depression era of the 1930s, the United States, especially the city of New York, was under great need of refurbishing. The city was mainly occupied with residential developers. There was greater need to readdress the downtown constructions as the so-called New Deal Cities took shape. The Great Depression had left a massive mark on the economic landscape of the city. Health and safety for the residents was wanting. This was partly as a result of tenement, as people rushed to the central parts of the city to avoid the costs of transport, resulting to the development of poor residential areas. The residents lived in old structures that painted a rather bad image at the heart of the city. This was a time of revival for the nation and the city. The city was to undergo functional differentiation, so as to earmark the regions of industrial development, leisure ,and residence. Zoning was therefore important in ensuring the success of the city planning process.

Robert Moses was one of the most important city planners of the mid twenty first century in the United States. He was based in the New York Metropolitan area, and is credited with being the futuristic designer of the city. Born in 1888, Moses was the brain behind most of the structural and infrastructural marvels that currently dot the skyline of New York City. His method of working attracted both criticism and praise in equal measure. The success of his building projects, especially, and his strong stance on what he believed in, are what make Robert Moses a very good and successful city planner.
