The Case for this module involves the struggles for municipal Wi-Fi. There are many benefits to providing free municipal Wi-Fi as evidenced by the city of New Orleans after Hurricane Katrina and the state of emergency there. Here are two stories describing the situation:

But more recently the effort to provide free municipal Wi-Fi has fallen on hard times. Municipalities have largely relied upon the private sector to deploy the networks. The private sector vendor would offer a low-cost or free tier of service but gain the prospect off adding faster broadband revenues and Wi-Fi advertising revenues. Unfortunately, this business model hasn�t materialized as expected. But the effort to provide municipal wi-fi continues. Please read the following background:

The city of New Orleans is one of the busiest in the United State and the reason for this is the many businesses that exist within the particular city. A few years ago, the city went through complications and this is because of Hurricane Katrina that took its toll on the city. After the hurricane, many people were rendered homeless, the city infrastructure collapsed and this is from the fact that people did not manage to access electricity, the roads collapsed and the electricity in the area was not working owing to the adverse effects of the hurricane. After the hurricane, it is critical to note that the city has gone through many changes and one of them involves the introduction of municipal wifi (Andy, 2009). Many questions have come up regarding whether the move to introduce the wifi is effective and whether the government ought to focus on such matters when the city is recovering. Going through the issue of municipal wifi while trying to gain a better understanding of the city infrastructure enables one to understand the best means through which the issue can and should be handled (Lynnette, 2009).
The state of the wifi network in the area is currently run by the government. This is one factor that has raised questions because people believe that administering the free wifi is just a means through which the city seeks to attract tourists at a time when the city is basically rebuilding itself (Geoff, 2009). The government ought not to take up the responsibility of offering free wifi all by itself and it should seek the assistance of other freelance companies. The freelance companies will prove effective in handling the issue because they do not have as many responsibilities as the government. The work of the government in tackling the issue of wifi should only be ceremonial in such a manner that the government will get to trade different services to other investors interested in assisting rebuild the city.
The services offered by the government will require people to work and this is one of the most efficient manners to resolve the issues that the state is going through after the hurricane. People need employment and the government is doing its best to ensure that people have work and this is because the hurricane destroyed many companies in the area making many people jobless (Christopher, 2010). The government ought to assist people by offering them these jobs where they get a chance to assist the community and still assist the government in rebuilding the city.
It is imperative to note that the private investors will work effectively to provide the best quality wifi as opposed to the government working alone. If the government works alone on this project, it will consume a lot of time and money and in order to avoid this, it will offer the cheapest wifi which will not assist many people in the area.
