I concur with you on your take on the classical imagery in Washington and its strong similarity found in Caesar's Palace. Though erected in different times, their similarity is striking except for the Caesar's Palace, the artists produced fairly explicit works unlike in Washington. I believe the artists contracted to produce the statues at Caesar's Palace wanted to align their creativity with the ‘feel’ needed by the developers as you have pointed out. I concur with you that the design of the Caesar's palace was meant to ideologically make the visitors feel they were part of ancient Roman empire which is known for its connotations to sexual pleasures and other morally loose behavior.
