According to Linz and Stepan (1989), authoritarian rule is a form of governance with limited political systems, lacks an elaborate ideology and an intensive political mobilization. On the other hand, a totalitarian government has nearly no political, economic, and social pluralism, with a unified utopian ideology, charismatic and much vulnerability for elites. Totalitarianism has an unlimited state power that controls politics, finances, and social aspects of people's lives. An authoritarian rule has a strong central government that is very strict, giving citizens limited political freedom.
