Child neglect is referred to as the most often form of child abuse because it occurs without necessarily taking any action. In fact, identifying whether the lack of taking a certain action is neglect is very difficult. For instance, if a child is not given food, it is difficult to ascertain whether there is no food in the family or is just an act of neglect. Similarly, if a parent fails to provide vaccination to a child, it is difficult to identify whether such action is a cultural belief or neglect. Examples of child neglect include failing to prove a safe living environment, failing to take children to schools, and failing to provide appropriate medication. However, the most common form of neglect is “leaving a child alone even when the parent thought an adult should be present” (Barnett, 2011, p 95). All these examples of child neglect can be categorized under physical neglect, educational neglect, emotional neglect, and medical neglect.
Question #2: Exposing a child to domestic violence can fall under the category of child neglect and/or emotional abuse, which can be reportable in some cases to DCFS. Therefore, why do you think this is so
Child neglect, emotional abuse, and exposing a child to domestic violence are separate concepts yet closely connected. In children, domestic violence does not involve direct physical violence but rather exposure to violence. As a result, domestic violence is both an act of omission (emotional abuse) and commission (child neglect). Directly observing violent acts, overhearing violent behaviors, and seeing the results of violence are regarded as child neglect because they frighten children and create unsafe living environments (Barnett et al., 2011). However, domestic violence is commissioned or performed leading to physical injuries to one of the parents. As a result, domestic violence can also be categorized under emotional abuse because it leads to anxiety and fear of being injured in children.
