CCJ 4054 CRITICAL THINKING MINI ASSIGNMENT 2
Coursework Instructions:
PURPOSE:
The purpose of this assignment is to enhance your critical thinking skills through a “mini” writing
assignment.
What is critical thinking?
It is the ability to think rationally and clearly, understanding the logical connection between concepts
and ideas. It requires you to be an active learner rather than just a passive recipient of knowledge and i
nformation. Critical thinking is a way of thinking about specific things at a specific time. It is not just the
accumulation and recollection of facts that you can use in the same format down the line as you would
with a grammar or multiplication table learned in elementary school. Critical thinking is an adaptive
skillset that helps enable a way of thinking about whatever the issue/argument is to arrive at the best
possible conclusion/solution.
TASK:
You must write an original post of at least 250 words showing your critical analysis of the problem or
issue presented. This is free writing, but your writing must be professional, and you are still required to
properly use and cite at least 2 external sources in APA format and style (the textbook may count as one
external source). After all, you cannot truly think critically without understanding the issue, and you
cannot understand the issue without first gathering (accurate) information about it. Additionally, you are
required to respond to at least 1 other student’s “mini” by providing constructive feedback in a
respectful and professional manner.

ASSIGNMENT TOPIC: MINOR INFRACTIONS
Mayor of Philadelphia Signs Bill Banning Police in the City from Stopping Drivers for Minor Infractions
The facts:
Philadelphia became the first major U.S. city to ban police officers from stopping drivers for minor
infractions after Mayor Jim Kenney implemented the Driving Equality bill on Wednesday, November 3rd
via executive order.
The bill, which was authored by Council member Isaiah Thomas and passed by the city council on
October 14th, reclassified motor vehicle code violations as “primary” and “secondary” violations.
Primary violations allow police officers to pull people over in the name of public safety, whereas
secondary violations do not meet the criteria for a lawful traffic stop.
The bill is scheduled to take effect 120 days after it was signed by Kenney.
What is considered a ‘secondary violation’ under the Driving Equality bill?
Vehicle not registered within sixty days of the observed infraction
Registration plate not clearly displayed, fastened, or visible
S
ingle brake light, headlight, running light, etc. not illuminated
Minor obstructions
Bumper issues
Operation of vehicle without official certificate of inspection
Unlawful operation without evidence of emission inspection

Critical Thinking Mini #2: Minor Infractions
The minor infractions bill signed by Major Jim Kenney is intended to reduce traffic stops. It can have major influences on people of color, who have often been discriminated against by systems in the US. According to Carter et al. (2024), police disproportionately stop people of color, contributing to strained relationships with members of respective communities (p.2). Carter et al. (2024) emphasize that disparate police contact erodes the trust of members of minority communities in the criminal justice system and limits their willingness to work with police to solve crimes (p.2). Furthermore, disparate involvement with law enforcement is associated with worse physical, educational, and m...
