In 1862, President Abraham Lincoln issued the emancipation proclamation that set free all enslaved people with immediate effect (National Archives, n.d.). In the elaborate document, the president spelled out the states and sections of states for several reasons. First, he wanted to be categorical on the states and designated parts of a state that the decree extended to. In other words, he wished to avoid contentions from some sections of the country that the proclamation did not apply to their jurisdictions. In addition, spelling out the states and sections of a state served to define the repercussions of any of the same that defied the stipulations of the proclamation would be rebelling against the United States.
