Introduction
For purposes of revenue collection, taxation is of utmost importance to the government. Imposition of levies which are compulsory by the government, are the source of government revenue. Additionally, they contribute to proper allocation of resources, redistribution of income and enhance economic stability. In a massive vote conducted by House Representatives, the bill was passed with regard to remove limits put on immigrants visas based on employment. All immigrants with employment will be given green cards on the basis of who comes first without consideration of the birthplace of the individual. The Act has been subjected to scrutiny and strong debate and has passed through a path with obstacles before it became a bill. It is a small but critical fix which is important to the immigration system and it should be taken as a reform which should receive support from all parties, whether involved or not.
The per-county cap system is flawed since it is not compatible with the goals that the visa system wants to advance. Ideally, the employment-based visa should enable businesses in America to bring greatest and brightest to the country. Though, the per-county cap system twists the process of recruitment which is associated with individual skills or advantages. Therefore, the advantages-based portion is made weak in the system of immigration. This is poses a direct opposition with the aim of the employment-based green card plan.
