The United States health system is based on a three-tier structure that comprises of the federal, state and local governments. Normally, the local agencies are situated at the city, county or neighborhood levels depending on the health system of a particular state as well as the population that is being served (McDonough, 2014). Usually, flow of health information, policies and funding for research based on health care begins from the federal government downwards; however, there is a close association among the three levels of government. This close association helps to remove barriers to funding, policy and health information access.
