Community and Target Aggregate: For a long time, discussions and responses to bioterrorism have disregarded the capacity of the general public in participating in a response to a bioterrorism act. Additionally, they have assumed that if they include the general public, the response will not be as effective as it was supposed to be. Even if there is no clarity on how the public will react to unforeseen bioterrorism act, experiences from natural disasters as well disease outbreaks demonstrate that public participation in response to any disaster is effective. Therefore, failure to involve the public in response to a general concern is likely to hamper effective response. On the other hand, actions from both professional and nonprofessional groups and individuals plays a significant role towards the outcomes of a bioterrorism act. Therefore, this training targets community service providers as well as individuals from the public who would like to participate.

Epidemiological Rationale for Topic
After the 9/11 attack on the World Trade Center, it became evident that terrorist groups can employ various means to advance their causes. On the other hand, it was demonstrated that any country is vulnerable to terrorist attacks. For years public investigators have conducted a number of epidemiological investigations of disease outbreaks. Before the 9/11 attack majority of these outbreaks were natural. After the attack, the investigators expanded their scope to include bioterrorism. The epidemiological rationale for bioterrorism has been adapted from the 9/11 attack.

* A single case of a disease from an uncommon agent such as anthrax, ebola or smallpox enough epidemiological explanations.
* Higher morbidity and mortality rates from a common disease or patients failing to respond to a usual therapy.
* Unusual illness that affects a large population.
* Large cases of diseases and deaths without explanations.
* Large cases of patients seeking treatment about a similar condition at the same time.
* Unusual animal deaths or illness that accompanies deaths or illness in people.

Nursing Diagnosis
The general public has a responsibility of informing relevant authorities about unusual disease outbreaks in the society. Paediatricians must carry rapid possible tests to obtain alternative diagnoses and calm the general public. On the other hand, they must be in a position to recognize, diagnose and treat diseases related to potential agents of bioterrorism.
