First and foremost, the captain bears significant responsibilities considering that he is the leader on the ground. In this case, he should set the precedent for elevated care towards his crew as well as the passengers. It was negligent of him to wait for 48 hours before informing the people aboard the possible problem they were facing. On the other hand, the captain receives only a share of the blame with the rest heading to the parent company, Carnival Corporation. The company is well-positioned to ascertain the gravity of the prevailing situation and communication to its ship considering that they have better channels to assess government reports as well as the virus curve. It is utter disgust that they failed to do this.

In most circumstances, every country has developed a major pandemic preparedness plan (PPP) highlighting the various strategies to articulate when such a situation arises. Each country endears to protect its citizens from threats they could otherwise mitigate or prevent. In this case, cruise ships must adhere to the respective guidelines in the country of the port. The specificity arises from the fact that countries have varying metrics such as cultural differences and thus, their PPP will reflect these discrepancies. Therefore, the country of the port has an immense role here.
