Milestone 1
Applying Situational Approach
The emergency manager (EM) should use a directing leadership approach to communicate and guide the staff, patients, and visitors about the active threat (Northouse, 2019). Their message can both notify and direct others. For example, “CODE-SILVER, ARMED SUSPECT ON THE SECOND FLOOR. DO NOT USE THE HALLWAYS, FIND THE NEXT ROOM, BARRICADE THE DOOR AND FOLLOW DIRECTIONS.” After issuing these instructions, EM can apply a supportive leadership style by asking emergency team members for input (Northouse, 2019). Allowing the contribution of others improves information sharing. Thus, the manager can find out if there are more shooters on the floor and if they are harming more people. It also helps them be mindful of the chaos while inspiring action from the staff and other occupants. Overall, switching to a supporting approach encourages cooperation from all the staff members, patients, and visitors (Mitchell, 2013).
Remaining Flexible in an Evolving Situation
Emergency managers can remain flexible in such a unique incident in various ways. First is through increasing or maintaining situational awareness. Effective leaders in such an event can maintain situational awareness through constant monitoring, expecting the unexpected and preparing for it, controlling erroneous information, and giving complete directions (Fagel, 2011). Second is through coordinating efforts with other managers within the facility. Remaining open to the ideas of others with shared beliefs and values can help the EM to look at the evolving situation from a fresh perspective and act decisively (Straub, Cowell, Zeunik & Gorban, 2016).
Milestone 2
EM Utilizing Path-Goal theory in Increasing Efficiency
To boost team motivation, confidence, and increase efficiency, the emergency manager can apply a participative leadership approach where he consults with the teams. Though the urgency of this situation demands quick decisions, considering the ideas and perspectives of the team is essential (Northouse, 2019). This way, the emergency manager assigns tasks in a meaningful way that utilizes the skills, strengths, and knowledge of every member. Such an approach ensures that none of the team members gets an assignment that limits them from mitigating the event. With the building in lockdown, the emergency manager should say something positive whenever the team accomplishes a difficult task to boost their motivation and increase efficiency.
