Initially, Google did not make the right choice. Launching Google.cn and then censoring the search results was not the right decision because by doing so, Google betrayed its espoused ethical standards by disregarding the value of freedom of expression as well as information access.

Over time, Google’s rhetoric with regard to business, ethics and human rights has changed in that Google has shifted its rhetorical strategies as it has tried to address changing needs. In 2006, it decided to launch Google.cn in China and filter out its search results as per Chinese laws although this clearly compromised its mission. The company believed that it was better to filter out search results than being totally unable to offer Google search to the Chinese people. Eventually, it launched Google.com.hk in 2010 from where users in China can access uncensored information. This move demonstrated that it respected people’s freedom of expression as well as information access.

The perspective on ethics that form the foundation for the decisions reached by Google is that ‘You can make money without doing evil’. The company believes that acting in an ethical manner is a vital part of Google’s business culture in addition to being a core value of Google.
