There is yet adequate literature to explain the factors that contribute to one turning to political violence, despite the decade investing in research over the last decade. The stagnation experienced in this case is partly attributed to the strategy the government uses in funding research without sharing the appropriate primary sources of information with academia. Consequently, this has resulted in a gap between the intelligence community and intelligence. It has also resulted in an explosion of speculations without in-depth empirical grounding in academia which would have provided the appropriate methodological approach for a major breakthrough. Similarly, the intelligence community has not achieved any breakthrough due to its dynamic nature and structure, and lack of a methodological rigor. This has contributed to lack of creative analysis on terrorism and its contribution to political concerns. As such, this stagnation can be addressed by availing non-sensitive data to academia and structure a discourse that is more effective between the intelligence and academic communities to enjoy the benefit of complementary strengths in both communities.
The Xinjiang Work Forum was convened in May 201o and set out economic reforms that were ambitious, following the unrest witnessed in July 2009 in Urumchi, Xinjiang. The reforms translate to a tacit admission of the economic failures that were witnessed in the area, especially with respect to the Great Western Development Drive with the aim of boosting economic growth and success among all ethnicities (Szadziewski, 2011). However, the formation and implementation of the policies within the Forum was similar to how policies were formulated and implemented in in the Great Western Development Drive and other economic initiatives that were centrally driven before it. Such include lack of monitoring mechanisms, non-participatory, and traditional approaches in the management of minority affairs (Szadziewski, 2011). The first two patterns are common in China in how the government implements its policies and plans development nationwide. However, the third pattern is less common, and it has caused exacerbated tensions in Xinjiang. This is one of the reasons as to why economic planning and development in Xinjiang is distinct from the rest of the parts of the country. Less attention is given to local expertise and local conditions in such scenarios (Szadziewski, 2011). Although the Xinjiang Work Forum policies are yet to undergo the final assessment, the continued implementation of exclusionary practices has made it even more challenging to predict anything else apart from a new cycle of deepened economic frustrations. The current conditions point out to a worsening economic growth and development in the region.
Most of the analyses conducted on the central government policy in Xinjiang mainly major on the Uyghur Problem. However, further researcher is required to show that there is a coexistence of a major Han Problem in the region, and thus bring into light more information on the relationship between periphery and center in C...
