Reading responses
One of the things the author has pointed out it the counter effect the personal responsibility and work opportunity reconciliation act. This reform which was passed by the Clinton administration in 1996, was structured to help poor families come out of cash assistance into employment. At first, it was welcomed, and it was expected to solve the extreme poverty issue in America. However, more than two centuries later, it seems to have created a bigger social problem that was unforeseen. It was designed to replace the cash assistance program with time-limited cash program and incentivize low income earners. Some were fortunate enough to get the earned income tax credit which was a major boost to their income. However, those who could not get employment their conditions worsened because they were no longer eligible for the cash assistance after a while. Their conditions worsened to sometimes living below $2 a day.
The other thing uncovered by the author is the nature of the people living in these impoverished conditions and how they do not necessarily fit the profile held by the public about them. Their situation has gradually deteriorated, and they have found themselves unable to work around a way to improve their lives. The public assumes they all want to receive cash while they are not working, but some even deliberately reject those offers because they believe they can earn for themselves and their families.
