Each of the 8 guiding principles of the National Disaster Recovery Framework (NDRF) is crucial. However, the Individual and Family Empowerment and Leadership and Local Primacy principles appear to be more crucial.
According to the NDRF principles (2016), for there to be successful recovery, there is a need for individuals and families to have “an equal opportunity to participate in community recovery efforts in a meaningful way” (Homeland Security). Successful recovery simply means reaching a point where everyone is physically and emotionally forging ahead in spite of the disaster.
