The NCLB ensures schools guarantee that all students meet the skill levels in reading, writing, and arithmetic though it does not offer incentives to improve student achievement beyond this minimum. It does not require programs for the gifted, talented or other high performing students (Cloud, 2007).
According to the IDEA, the Department of Education issued a proposal on the regulations that relate to the right of a school system to access Medicaid (Wrightslaw, 2011).

1. The document guides on how to deal with transgender students, stipulating that every learner is entitled to equal rights. This guidance is due to the new issues over segregation and discrimination of transgender students from sex-segregated activities and facilities (U.S. Department of Education, Office of Civil Rights, 2016).
2. This document has helped me understand the issue of NCLB and how everyone has the right to attend school and acquire knowledge. It is a stipulated law against discrimination over sexual orientation.
