In most cases, disasters are inevitable and the only viable option is for people to prepare on how to handle them properly when they happen. Federal Emergency Management Agency (FEMA) plays a critical role in the preparation and management of emergencies both man-made and natural ones. However, the reorganization of this agency to fall under the Department of Homeland Security (DHS) has been a controversial issue with some individuals supporting the change while other oppose. In the article “Fire service leaders urge that FEMA remain in DHS; IAEM-USA says no,” the author examines and discusses the arguments presented by proponents and opponent of removing FEMA from DHS (Fire Engineering, 2009). While the article is informative in regards to the position of various organizations regarding the issue of FEMA being under DHS, it fails to provide evidence or even simple examples that can illustrates the views of each side.
In this article, the author used the views and opinions of leaders of various organizations that are involved in emergency management in the country. Notably, most of the views of proponents of having FEMA remain under DHS were fire service leaders from IAFC, IAFF, and CFSI. These individuals requested that the President-elect at that time, Barack Obama, to maintain FEMA under DHS because separating it would be endangering America’s emergency response capabilities. These views were also supported by DHS secretary who noted that separating the two agencies will lead to increase in bureaucracy and would denied FEMA access to many resources offered by DHS. On the other hand, the opponents of having FEMA remain under DHS were members of the U.S. Council of the International Association of Emergency Managers (IAEM-USA).
