In Marilyn Gregory and Margaret Holloway’s article titled Language and the Shaping of Social Work, the power of language to shape social work and control its task and direction is examined. The article examines the dynamic language used throughout the history of social work in the United Kingdom through a socio-economic and socio-political context. The article identifies three major periods in the advancement of social work described as the moral enterprise, the therapeutic enterprise alternatively identified as ‘clinical mode,’ and the managerial enterprise. The article highlights the elements of language: the language of consumerisms, the language of risk-behavior, and the language of punishment and links them to some major issues, dilemmas, and challenges that are being faced by social work in the community care and criminal justice fields. The article concludes by asserting that social work must start to reclaim the public discourse in which milieu it operates.
In Karen Healy’s article titled Managing Human Services in a Market Environment: What Role for Social Workers? The future of social workers as managers in human service organizations is examined. The article seeks to create awareness of the contribution that social workers can make when given managerial positions in human service organizations. The article interviews thirty-four managers who are based in the non-profit service sector. The article answers the question “What is progressive welfare management?” discusses threats to progressive management practices, discusses opportunities for progressive management practice, and examines the educational requirements of social welfare professionals holding managerial positions. The article concludes by challenging educators as well as service professionals to develop management approaches that identify the requirements of the new milieu without compromising the knowledge of the intricacies common in professional practice that social workers can transfer to management.
In chapter eight of Donna Baines’ Anti-Oppression Community Organizing: Lessons from Disability Rights Activism, the author draws on experiences from Lebanon to discuss social work. The chapter discusses social work in a context of community practice with a large focus on individuals with disabilities as allies and activists and not recipients of care. The author argues that practices centered on anti-oppression have much to learn from the struggles and resistance of those based in the south. By using practice examples, the author highlights four interrelated principles of anti-oppression (linking to other struggles, being reflexive about positionality, recognizing power dynamics, and working with, and not for a community.
The underlying subject in all three articles is social work. In Gregory and Holloway’s article, social workers have a strong desire to establish themselves as a profession.
