The Orlando Nightclub Shooting of 2016 is a convention domestic terrorist attack. The incident involved the 29-year old U.S citizen born in New Hyde Park, New York, called Omar Mateen, who used an automatic rifle to shoot club revelers (Stonehem, 2016). The Department of Homeland Security has documents that use to manage terrorism events. One such document is the Department of Homeland Security Strategic Framework for Countering Terrorism and Targeted Violence. This framework has some fundamental goals. First, it aims to promote understanding of evolving terrorism and targeted violence threat environment and engage in supporting homeland security partners through specialized knowledge. Second, prevent terrorists from entering the U.S and deter exploitation of international and domestic travel systems, national trade, and immigration. Third, it intends to prevent terrorism and targeted violence. Finally, it enhances U.S infrastructure for protection and community preparedness. Another document includes the National Strategy for Counterterrorism, which prescribes a flexible and comprehensive way of responding to terrorist threats (Trump, 2017). These documents reflect the intrigues in The Orlando Nightclub Shooting of the 2016 attack and police response.
Following the aftermath related to the killing at an Orlando gay nightclub, there are arising security concerns. Who did it? Why? Could it have been prevented? This act represented hate and addition to being a terrorism act because he had contacted other gay clubs as he plans the attack while proclaiming his support for the Islamic State organization (ISIS), which as an antipathy to gay ( Kamerow,2016)
The Orlando Nightclub Shooting of 2016, security response, faced challenges. The bottlenecks that were confronting the public safety agencies regarding this incident included transitioning in operations and tactical methods from an active shooter to barricade suspect with hostages of terrorism, darkness and sophisticated layout of the club, the safety of hostages and security officers, multiple responding agencies with overlapping roles, and differing policies regarding communication and protocols (Straube et al., 2017). Despite such challenges, the Orlando Police Department’s (OPD) tactical response was in line with its policies, procedures, and training. Besides, the ODP responded in a way that was recognized as promising practices because its approach was consistent with the current and evolving threat environment that demands the nation’s public safety agencies prepare better command personnel and first responders to prevent and respond to the next attack. (Straube et al., 2017). The authors suggest that national homeland security, law enforcement, and public safety agencies continue to coordinate, debate, and create guidelines on the police response to manage mass public violence and terrorism that meet the increasingly evolving threat.
