Term Paper Instructions:

Students will complete a term paper of at least 12 pages double-spaced (not including title page, references, figures, illustrations, or other extraneous elements outside of the main body of the paper). This term paper should be a policy paper on a topic of your choice relative to this course. The goal of this paper is to offer a policy proposition for addressing a correctional issue (e.g., the death penalty, limiting access to criminal records, restoring the voting rights of convicted felons, use of inmate segregation, use of community corrections, corrections staffing, inmate violence, reintegration of released inmates, etc.). In the paper, you should provide research to support your position (it cannot be purely based on your opinion; you must find empirical support for your position).
In the spirit of healthy debate, you should also present evidence relative to the weakness of your proposed policy and arguments that could be made to the contrary. You may feel free to adopt controversial policy positions as long as you are prepared to defend them and can find support for them in the literature. Students will format their paper using 12-point Times New Roman font and one-inch margins. Students will use at least 12 scholarly references (Wikipedia or blogs CANNOT be used as a reference). APA 7th Edition guidelines are to be followed. Your paper should be divided into the following sections:
Introduction: provide “hooks” to gain the reader’s attention, a thesis statement, and a roadmap or overview of the sections your paper will address.
Overview of Selected Correctional Issue: in this section, you will clearly explain the issue you are addressing, including historical correctional policies implemented to address it.
Proposed Original Correctional Policy for Addressing the Selected Correctional Issue: This section of the paper will set forth the proposed correctional policy and explain why it should be implemented to address the selected correctional issue.
Weaknesses and Strengths of the Proposed Original Correctional Policy: This section of the paper will detail the weaknesses and strengths of the proposed correctional policy.
Conclusion: This section should only be one to two paragraphs long; note the main sections covered in the paper and include a restatement of your thesis statement.

Indeed, it’s shocking to know that in 2019, the Bureau of Prisons (BOP) had 6.7 million overtime hours, an equivalent of an additional 3,107 employees working full time (Trautman, 2022). Understaffing in federal prisons is a significant challenge that exacerbates other problems in correctional facilities. The primary purpose of the criminal justice system is to facilitate the rehabilitation of individuals, restore communities, and prevent future crimes. The low staffing levels at federal prisons make it challenging for inmates to participate in programs that might contribute to positive behavioral change. Some correctional facilities have an inadequate number of staff such that their daily operations are adversely affected. When federal prisons are understaffed, it means a lack of quick response to potential incidents that might occur, such as violence among prisoners. Moreover, the safety of the correctional officers and inmates is jeopardized since there is no adequate manpower to prevent possible threats. The paper has three primary sections in the body section. Overview of Selected Correctional Issue
At the beginning of the financial year 2022, the BOP manages about 122 correctional facilities with approximately 37,834 employees manning 155,826 inmates (Trautman, 2022). According to Michael Carvajal, the director of BOP, the staffing challenge in federal prisons is a crisis that needs the implementation of proper measures to address it. The external and internal stakeholders have raised alarm about the shortage of employees at BOP, which has far-reaching consequences on the correctional facilities and the criminal justice system. The union that represents BOP staff has come out several times to denounce the extremely low staffing levels at BOP, which it termed a dangerous crisis. In particular, the BOP staffing shortage leads to other problems including increased violence in correctional facilities, staff and inmates’ safety concerns, and the lack of prisoners engaging in programs that might contribute to positive behavioral changes.
