National Defense Budgets and Air Superiority

- QUESTION A: National defense budgets will always force service leaders to make difficult choices. Based on your perspective of global threats and the current status of readiness within airpower’s core mission capabilities, if you were a senior leader in the Air Force and required to make large cuts, in which core mission set can the Air Force assume some risk?
- QUESTION B: For the past decade the Air Force has operated in a relatively permissive environment. What is the greatest challenge faced by a force accustomed to a permissive environment in establishing air superiority in a contested environment? (Hint: You may want to consider technology, culture, experience, planning, or training in your response.)

Difficulty choices in the military must be made due to tight defense budgets, but if leaders are required to make any significant cuts, they must consider core mission principles. This means leaders must be effective and ready while assuming some reasonable level of risk. Russia poses the highest national security threat, with its budget accounting for approximately 20% of its public spending and plans to add about 20% in the coming five years (Brown et al. 2015, p.19). Given the mandate as a senior leader in the Air Force, I would make significant cuts on core mission sets, considering the basic nature of logistics like reconnaissance, intelligence, and surveillance.
