World War I prompted a selective Act in 1917, which did not allow enlisting and personal substitution. It allowed religious conscientious objectors, and it was implemented through the selective service systemCITATION Gil05 \p 5 \l 2057 (Gill 5). Nearly three-quarters of the army that fought in WWI was generated through conscription. The civil war riots did not happen again, but people protested. Nearly 12% of those drafted did not report for duty and almost 2 million never registered. After the fall of France in 1940, the Congress came up with a peacetime draft where those who were conscripted were to serve for one year (Gill 13). The Congress extended the one-year draft in 1941.
