The creation of the American constitution was impacted by various developments that made it what it is today. Randolph introduced the Virginia Plan and James Madison was the guiding spirit. He worked together with 56 representatives in Philadelphia in the year 1787. The amendments he created ensured those citizens’ rights such as freedom of the press, religion, and speech. The role of the Congress was to scrutinize any laws passed by the legislature and the right to get involved if any state seemed to act in manners that would disrupt the harmony of the United States. The Congress had the authority to declare war and to raise an army. It also got a significant power to impose taxes and spend the same money. The executive’s role was to manage foreign affairs as well as be the commander in chief. The national judiciary would separately interpret the law. The national government and state governments would enforce laws whereby the state government would enforce state laws while the federal government would enforce federal law.[.
