Site Planning and Operations
Planning is an essential step in the management of a mass fatality incident. Without a way of streamlining the process, it becomes time-consuming and requires a great deal of commitment from the planners and stakeholders (Watkins et al., 2019). Dudley (2019) provides a toolkit that simplifies the planning process, whose final product is the mass fatality management plan. The first section of the plan includes four stages that set the direction of planning. Each of these steps become a subsection in the final mass fatality plan. Thus, this paper discusses the purpose of these four planning and operational steps and how they differ from each other.
Purpose and Objectives
This initial step of planning mainly specifies what the incident is, what the project is meant to do, and the commitment of the organization to manage the mass fatality event with dignity. Also, it details what one hopes to achieve by developing the plan. The difference of this step from the subsequent ones is it presents the general resolution of the project, and thus, it sets the direction and context of planning (McElroy et al., 2019).
Applicability and Scope
The second step, applicability, demonstrates the relationship between mass fatality plan and other existing emergency plans. For example, the planner can illustrate a connection with the national disaster response plan by using a flowchart. The uniqueness of this step lies in the fact that it specifies the entities (agencies, departments, groups, citizens, or private sector) to which the plan applies. Correspondingly, the scope section identifies the principal operational areas for managing the incident of mass fatality (Watkins et al., 2019).
