Surveillance system evaluation is a structure that allows health professionals to determine whether a particular model is useful for specific health promotion. Different models are used for particular courses; the RE-AIM model and the preceded-proceed are commonly used by health professionals. The precede-proceed model is a structure used by health professionals for planning health programs for a set audience based on their needs. It is a holistic framework for evaluating health needs for designing, evaluating, and promoting health programs to meet the needs of the targeted group. The precede-Proceed model has four phases; social assessment, epidemiological, behavioral, and environmental assessment, educational and ecological assessment, and administrative intervention and policy alignment, which helps decision-making. According to the readings and the articles, the main argument is that precede-proceed is a Population-based organizing structure that is ecological in its standpoint and promotes an inner understanding of its target community and its needs. It understands adjacent determinants of health, quality-of-life problems, and distant environmental causes, leading to planning interferences, mainly targeted groups to desired outcomes and causes. It also provides a structure for systematically applying theories and ideas for better results. This model has worked for many health promotions; thus, I agree with the authors that every surveillance model used for a health promotion requires thorough evaluation and assessment of the outcomes.
The initial stage of planning for health promotion using the precede-proceed model is planning for it. The framework is the primary method of a health program. The key focus is to develop a program that is appropriate and understands the needs of the targeted people. According to Glasgow et al. (1999), for this model to work and for interventions to be implemented, it must contain five dimensions: reaching, efficacy, adoption, implementation, and maintenance. This means that a thorough outreach to the target group is important to understand the real problems affecting the people.
The first step of precede-proceed is a social assessment of determining the problem of a given population, their needs, and the desired results. The epidemiological assessment determines when, how, and why the disease occurs. In addition, educational and ecological assessment helps a planner identify enabling factors, predisposing factors, and influence factors that influence the likelihood that behavioral and environmental change will occur. Further policy assessment helps a planner identify policies and administrations in place before conducting health promotion, then aligning them with matching interventions.
According to Kessler et al. (2012), the RE-AIM model provides a model for planning, implementing, evaluating, and reporting particular coursework.
